  4.     Argentina and Britain are still the Hatfields and the
  5. McCoys when it comes to the issue of sovereignty over the
  6. Falklands. But at least the two nations have agreed to abandon
  7. their antagonism and settle most of their remaining differences.
  8. After three days of talks in Madrid, Argentina announced last
  9. week that it was formally ending its state of hostility with
  10. Britain, seven years after London made a similar gesture.

  12.     The rapprochement includes an immediate resumption of
  13. consular ties, restoration of air and sea links between London
  14. and Buenos Aires and the lifting of all financial restrictions
  15. between the two countries. Britain also removed its prohibition
  16. on Argentine merchant and fishing ships within a 150-mile radius
  17. of the Falklands and agreed to help Argentina repair economic
  18. links with the European Community.

  20.     Nonetheless, Britain refused to reduce its 2,500-man
  21. garrison in the Falklands. And the best either side could do on
  22. the sovereignty issue was to agree not to tackle the problem
  23. just yet. But the omens are good for their next meeting, at
  24. which they expect to renew diplomatic ties: they will reconvene
  25. on Valentine's Day.
